Transport Packaging and PPWR - Background

The European Union’s Green Deal is bringing about far-reaching changes for the packaging industry. With the new Packaging and Packaging Waste Regulation, specific requirements for packaging design were adopted on December 19, 2024. The EU Packaging Regulation has been in effect since February 12, 2025, and will become mandatory as of August 12, 2026, for all companies that place packaging on the market within the EU—including the B2B sector. This means that industrial packaging—that is, packaging used for transport, storage, or internal operational processes—is also explicitly covered by the new regulations.

White Paper: Understanding PPWR – What the Transportation and Industrial Packaging Sectors Need to Know Now

Today, industrial packaging—especially transport packaging—serves far more purposes than simply protecting products. It must safely guide goods through complex logistics processes, be cost-effective, and at the same time meet the growing regulatory and sustainability requirements.

Our white paper highlights what matters most for future-proof transport packaging, the challenges companies should address now, and how protective function, efficiency, and compliance can be strategically combined.

This practical guide from the packaging experts at Berndt+Partner Creality provides clear classifications, concrete examples, and relevant recommendations for addressing new requirements. This provides you with concise knowledge about industrial and transport packaging—clearly presented, application-oriented, and immediately actionable.

Transport Packaging in the Spotlight of the EU Packaging Regulation - The PPWR Implementation Timeline

Timeline for the EU Packaging Regulation PPWR with all important deadlines from 2025 to 2040, including entry into force, labelling requirements and recycling quotas.

December 2024: Regulation (EU) 2025/40, known as the PPWR, was adopted.
February 2025: The Packaging and Packaging Waste Regulation officially entered into force.
August 2026: As of this date, the EU Packaging Regulation becomes mandatory.

Starting August 12, 2026, companies are required to provide traceable evidence of material composition and recyclability for every single piece of industrial packaging—including transport packaging. This is done in the form of packaging documentation or declarations of conformity. Many delegated acts that further specify individual requirements are still pending.

Our Services: Comprehensive consulting for your legally compliant transport packaging

The experts at Berndt+Partner Creality assist distributors of transport packaging in implementing the PPWR requirements. The focus is on a holistic approach and the most efficient possible implementation of the new regulations.

Holistic Approach: Compliance with legal requirements is crucial, but not the only factor for success. Transport packaging must also be functionally effective—tailored to the product, industry, logistics processes, and specific applications. Depending on the application, the visual and communicative quality of the packaging also plays an important role.

Efficiency: Adapting transport packaging to comply with the PPWR can affect the entire supply chain, incur additional costs, and impact logistics processes. That is why our consulting services aim to work with you to develop solutions that best combine regulatory compliance, practicality, and economic efficiency.

5 Ways to Ensure Your Shipping Packaging Complies with PPWR

01

01 PPWR-Workshops

In our workshops, we’ll give you a thorough understanding of the new regulations. In addition to general information, we’ll also identify specific risks and opportunities related to your industrial packaging, so you can see where you need to make improvements and how to optimize your packaging solutions.

02

02 Green Pack Scan

As part of our Green Pack Scan (LINK), we analyze the extent to which your industrial packaging already complies with the EU Packaging Directive and identify any sustainability risks. In doing so, we consider not only factors such as disposal and recyclability, but also, where applicable, trade requirements and consumer preferences.

03

03 Spec Check

During our spec check, we review the specifications for your industrial packaging. We assess whether they are already sufficiently prepared for the required declaration of conformity or if there is room for improvement in this regard.

04

04 Digitalization (Green Pack Implementation)

Our Green Pack implementation helps you more easily meet your documentation requirements under the PPWR. By setting up a digital specification data management system, you can manage your industrial packaging data in a highly structured and partially automated manner, which in turn greatly simplifies the creation of accurate and complete technical documentation and declarations of conformity.

05

05 Strategy Consulting

As part of our strategic consulting services, we help you develop strategies for sustainable industrial packaging—tailored, of course, to your specific needs. Key considerations include material selection, design for recycling, and reusable solutions.

Sustainability is nothing new to us: We have been developing resource-efficient and future-oriented packaging solutions for many years—long before the current legal requirements were established. Under the Packaging and Packaging Waste Regulation, transport packaging refers to packaging solutions that protect goods during transport, storage, and handling within industrial supply chains. It is primarily used in a B2B context and includes, for example, industrial cartons, IBCs, pallet wrap, and specialized protective packaging for machinery, electronics, and other sensitive components.

The EU Packaging Directive imposes stringent requirements on transport packaging. The focus is on efficient use of materials, reusability, and recyclability. In addition, the directive sets forth specific requirements in some areas—such as permissible empty space within packaging or mandatory recycled content. These requirements are supplemented by comprehensive obligations regarding labeling, documentation, and reporting.

The PPWR took effect on February 12, 2025. The law will become mandatory as of August 12, 2026, although there are specific transition periods for industrial packaging. For example, the requirements regarding the maximum permissible void ratio and basic packaging minimization will largely take effect starting in 2030. However, companies must comply with the reporting requirements as early as August 12, 2026.

Berndt+Partner Creality offers comprehensive services for the development and design of PPWR-compliant transport packaging. Our specialists provide personalized advice on the regulations that are particularly relevant to your industry, your products, and your supply chain. Upon request, we can also assist you with the practical implementation of transport packaging that not only meets legal requirements but also takes into account the expectations of retailers, logistics partners, and end users.
