The European Union’s Green Deal is bringing about far-reaching changes for the packaging industry. With the new Packaging and Packaging Waste Regulation, specific requirements for packaging design were adopted on December 19, 2024. The EU Packaging Regulation has been in effect since February 12, 2025, and will become mandatory as of August 12, 2026, for all companies that place packaging on the market within the EU—including the B2B sector. This means that industrial packaging—that is, packaging used for transport, storage, or internal operational processes—is also explicitly covered by the new regulations.
December 2024: Regulation (EU) 2025/40, known as the PPWR, was adopted.
February 2025: The Packaging and Packaging Waste Regulation officially entered into force.
August 2026: As of this date, the EU Packaging Regulation becomes mandatory.
Starting August 12, 2026, companies are required to provide traceable evidence of material composition and recyclability for every single piece of industrial packaging—including transport packaging. This is done in the form of packaging documentation or declarations of conformity. Many delegated acts that further specify individual requirements are still pending.

The PPWR took effect on February 12, 2025. The law will become mandatory as of August 12, 2026, although there are specific transition periods for industrial packaging. For example, the requirements regarding the maximum permissible void ratio and basic packaging minimization will largely take effect starting in 2030. However, companies must comply with the reporting requirements as early as August 12, 2026.
