On December 19, 2024, specific regulations on packaging design were adopted as part of the new Packaging and Packaging Waste Regulation. The EU Packaging Regulation entered into force on February 12, 2025, and will be mandatory as of August 12, 2026, for all companies placing packaging on the market in the EU—including in the B2B sector. The law thus explicitly includes industrial packaging, i.e., packaging for transport, storage, and internal use.

According to the Packaging and Packaging Waste Regulation, industrial packaging refers to protective packaging used for the transport and storage of goods within the industrial supply chain (B2B). This includes, among other things, industrial cartons, IBCs, pallet wrap, and special protective covers for machine and electronic components.

The EU Packaging Directive imposes strict requirements on industrial packaging. Above all, such packaging must be material-efficient, reusable, and recyclable. In some cases, there are specific requirements, such as those regarding the maximum allowable void space and the required proportion of recycled content. In addition, there are extensive labeling and reporting requirements.

The PPWR took effect on February 12, 2025. The law will become mandatory as of August 12, 2026, although there are specific transition periods for industrial packaging. For example, the requirements regarding the maximum permissible void ratio and basic packaging minimization will largely take effect in 2030. However, companies must comply with the reporting requirements as early as August 12, 2026.
